industries to meet their individual needs and requirements, and, in general, the extent of the influence exercised by collectivo agreements in regulating industrial conditions the Ministry of Labour decided to issue a report in several volumes giving an account of the more important collective agreements in operation.

The above report is the first of the series and the only one published to dato. It is concerned with the collective agreements in three of the most important groups of industries- namely, the mining and quarrying industries, the engineering, shipbuilding, iron and steel and other metal industries; and the building, wood-working and allied industries.

6. Consiliation and Arbitration.

Conciliation Act, 1896 and Industrial Courts Act, 1919.

These Acts are the only statutory measures providing for State action in the prevention and settlement of industrial disputes.

The earlier Act gave effect to certain recommendations of a Royal Commission appointed in 1891 to enquire into questions affecting industrial relations. The Act of 1919 gave legislative effect to certain recommendations contained in the Fourth Report of the Committee on Relations between Employers and Employed (the "Whitley" Committee).

Bath Acts set out the circumstances in which the Minister of Labour may intervene in existing or apprehended industrial disputes. The 1919 Act additionally provides for the setting up of a standing arbitration tribunal the Industrial Court and empowers the Minister of Labour to appoint Courts of Inquiry with regard to particular disputes.
